The map is Blizzard’s own; who lives here and what they sell or teach is Classic’s data, named below.
The map is from Blizzard’s WoW: Forever beta client, version 1.60.1.70425. The people, their titles, wares and trades are Classic’s (cmangos-classic), each placed in town by the client’s own terrain; Forever can change them. Item names and tooltips are Forever’s. The Warrior's Terrace lies around the main gate of Darnassus. Beside it stands the Hall of Justice, where the Sentinels, the night elves' army of watchful huntresses, gather and take their orders. It is the city's first line of defence and the first sight most visitors have of it.
