The map is Blizzard’s own; who lives here and what they sell or teach is Classic’s data, named below.
The map is from Blizzard’s WoW: Forever beta client, version 1.60.1.70425. The people, their titles, wares and trades are Classic’s (cmangos-classic), each placed in town by the client’s own terrain; Forever can change them. Item names and tooltips are Forever’s. Splintertree Post is the Horde's base in eastern Ashenvale, a rough wooden fort raised to protect the Warsong clan's lumber camps. From here the orcs send out loggers, scouts and war parties, and from here they answer the Sentinels' raids. Everyone in the post knows the forest wants them gone, and they mean to stay.
