The map is Blizzard’s own; who lives here and what they sell or teach is Classic’s data, named below.
The map is from Blizzard’s WoW: Forever beta client, version 1.60.1.70425. The people, their titles, wares and trades are Classic’s (cmangos-classic), each placed in town by the client’s own terrain; Forever can change them. Item names and tooltips are Forever’s. Gadgetzan is the Steamwheedle Cartel's walled town in the middle of the Tanaris desert, and one of the few places in Azeroth where the Horde and the Alliance trade side by side. The goblins keep it neutral with hired muscle, the Gadgetzan bruisers, who deal harshly with anyone starting a fight. Its water tower and its markets keep the desert's travellers alive, and its bounty boards keep them busy.
